Let us start with a sentence of the Dalai Lama who marvelously summarizes well the philosophy of our association compared to the humanitarian aid.

 

"If you have much money, the best way of using it is to help the poor, those which suffer, and generally to return the inhabitants of the happier ground while bringing solutions to their problems.

To help the poor does not want to simply say to give them money. That wants especially to say to enable them to educate and to look after, and to make them able to provide for their own needs»

 

 

It is the third consecutive year which we go to India in Dharamsala.  

Into the wire of time, we were integrated more and more into the population and we could become aware in a thorough way of the problems relating to the refugees tibétains.

 

More and more, we direct ourselves towards a personalized help.

 

 With that several reasons, the first being that we realized that the large official structures did not miss sponsors and the families met by the intermediary of the tibétains or Indians met on the spot are those (and it y' has much of it) which do not require assistance of the official ones: timidity, decency and pride.... We became aware of it by attending them and thanks to all knowledge that we were done on the spot and who to little by little open the eyes and the doors with certain realities us.

 

. Kempo Nawang that some among you know because it came to France last May belongs to those which helped us much. For example while refusing to come with us to visit certain families. With our surprise, it answered: "I am a LAMA and they would be ashamed of their misery in front of me" That can appear surprising bus Nawang is tibétain and poor, but it has a statute of LAMA and it is necessary to be put in perspective at a population very spiritual and very centered on the Bouddhistes principles which form integral part of their life. All this and especially the visits which we paid at the families, their very precarious conditions of life and the enormous needs that we met us little by little directed towards another form of assistance: the example that we have of the family of Tashi Dorjee that we knew the year spent, sick, low, alive with its wife, her beautiful sister and the 2 infants (since its wife with been confined of a small girl Tsi Tsi, small mouse in tibétain…) in a small hotel room in Green and that we found this year, working in small a shop and the pride which it has to show us that thanks to the assistance that we gave him and thanks to his work, it leaves, found there a social life and the respect of itself. We thought that it would be wise to continue to help it until he is completely independent (currently he works in deposit sale). Tashi presented to us many families which just like need him a small blow of inch, it was impossible to us to help everyone. And we must specify that unfortunately, we had to refuse many helps for lack of means from where need for recovering funds.

 

Nevertheless, more and more, our association tends to come to assistance of the families disadvantaged in their giving the tools enabling them to financially become independent.

 

-       This year, we renewed the operation of Tashi by buying fabrics for a couple of dressmakers which should be self-managed in the medium term. This purchase will enable them to start their small job.... And it is Tashi itself which will yield a small corner of sound shop to them to enable them to begin.... In October, we will see how they managed stock that we bought to them.

 

Concrete actions on the spot:

-       1 Gift in the Center of refugees of Dharamsala,

-       Renewal of Sponsorships of our 2 old people, Noryak and Tséring. We bought in Noryak a châle and a very hot jacket to face the winter. Where they do not live heating and the winter is froid.Tséring, our very active pensioner asked for a pair of hot and light shoes… For the other boarders of the Center whom we wished "to spoil" a little, we had made come, with the assistance of Nagwang of the mills with priéres of Delhi, we had noticed the last year that certain old people had manufactured their mill using plastic bottles… not really practical!!!! and for the others, on the opinion of the director of the Center, we distributed to them 50 rupees (approximately 1 €) in order to buy a tea and qqs delicacies.

-       Emergency aid with a poor family (Tséring Namgyal) and sponsorship of one of the children (pH paid 3 months of sponsorships and it is a godfather in France which will take over) association which can avoid the urgencies but not engage in the long run for sponsoriser, put besides our old people.

-       Financing of the operation of the girl of Tashi reached of deformity to a foot: a first voyage in Shandigar took place in November with consultation and radios, a second voyage had place in December and another consultation and voyage will take place the next month. The money of the operation and the assumptions of responsibility of the voyages were entrusted to Péma, the official representative of sponsorships on Dharamsala. Tashi must to obligatorily bring back him the documents in proof of all the expenditure at the time of its stays to the hospital.

-       Financial assistance for one of our godsons, Karma, which is losing the sight: refunding of its medical care and dealt with of all the future care (a collection had been made for this case, we had recovered 835€) 300€ was used to refund the committed expenses and 500€ was left to Germaine to provide for the future care.

-       Purchase of a cover for a poor Indian (this cover is in fact the roof of its dwelling because it lives in a precarious way in a village of fabrics). It works as shoe-maker opposite Green hotel and that made 3 years that we know it.

-       Payment of one month rent for a tibétain, English professor) who wants to help the tibétains lately arrived and who does not speak English (language spoken everywhere in India). Mo gives lessons voluntarily, but not working itself it has much evil to assume the hiring of the room of course. Mo is a young person tibétain of the area of Kham, very poor, and in a rather precarious health (tuberculosis). Very intelligent, it studies in order to become Buddhist translator of philosophy.

-       Sending of 500€ in Gueshé of the monastery of Séra to help it in the education of let us moinillons (girls and boys) of which it is occupied.

-       In company of Nagwang, we went to return visit to the 7 children of which it is occupied at the school of Bir. These young people tibétains crossed the Himalayas in order to join the Tibétaine community in exile. They all come from Kham and that goes from oneself, they find without family with Bir. Kempo the assistance with the little of means it has. We helped it while buying for the children the articles of first need for which they had an urgent need (shampoo, soap, dentrifice, pencils and books) and we gave money to Kempo to buy to them some hot clothing for the winter.  

-       We went to visit, in company of Francis Longavesne, the Center of Handicapped people located beside Norbulinka, approximately 15 kms of Dharamsala. We bought to them craft industry manufactured by their care (postcards, paintings).

-       We also reported craft industry for association: châles, charts, pines, etc…

-       We organized as envisaged large a puja dedicated to the tibétains of the community of Bir and Chauntra. Puja de Tara which took place in one of the temples of Bir. Environ 50 monks took part and + of 150 tibétains moved. We offered a puja with Sock to them, i.e. with offerings (dry cakes, fruits, noodles, fruit cakes, chocolates etc…) In spite of the races which had been made by ourselves helped of Germaine Kempo and Jyigmé(2 monks) we had, considering the number participating to turn over in the urgency to buy goods… A very beautiful success and the occasion to meet.

 

We will finish by evoking 2 projects which, if we concretize them, will have as a framework Tibet:

 

1.      Germaine at the time of her stay in June in Tibet in the area of Kham, could note since it lived there that 5 villages close from/to each other which it crossed are not supplied with water whereas a source runs not far from there, but nevertheless approximately 1 hour from walk of the villages. Its idea is to connect this source to these villages using water pipelines… The estimated cost is of approximately 2000€, the labour being the tibétains which live on the spot. Its association deals with 1000€ and it asked us of the assistance for the 1000 remainders. With us all to discuss it....

 

2.      The second project is that of Kempo. The village which he wants to help is him also in the area of Kham, it is its native village. With the variation of the roads, it is practically given up and the inhabitants remain with difficulty. The children are not provided education for what means any means of being left there for the future… Kempo wants to start by building a school and to associate little by little there the structures necessary (Center of old people, dispensary etc…) for the moment it has 4000€.

We with the assistance of Francis Longavesne which met it in Dharamsala and found its project beautiful and good will organize a lecture tour in France as soon as Kempo has the signed authorizations of the Chinese authorities.
